EEA Building Paiting Work

Dear All,,

1] As decided during the AGM of Aug.25, the committee arranged for measurements based on quotations from 3 different parties and the same are enclosed herewith for your perusal and record.

2] The committee members have discussed their initial quotations first and then asked them to furnish their best / non-negotiable quotations. These 3 final quotations in a comparative manner and observed that--

-- Mr. Ashok Kulkarni [ initial estimate Rs. 6.84 L] has aggregated all measurements to 40000 Sq. Ft. and quoted a single rate of Rs.18/- per sft. resulting in a total estimate of Rs.7.20 Lakhs. As such, item wise comparison is not possible like the other 2 agencies. He has sought a 3 weeks' period for completion. He has offered a maximum 7 years' warranty. Mr. Kulkarni is known to us since he had done our compound wall, pavement construction work in 2021-22. 

-- M/s Samruddhi [ initial estimate Rs. 8.50 L] has taken detailed measurements of various items and quoted item wise rates. Main building exterior area as measured by him is 33472 Sq. Ft. and the rate of paint for building exterior is quoted at Rs.16/- per sft. Other prime areas include interior places like staircases, parking area, compound wall, lift duct etc. are measured around 28000 Sq. Ft. for which he has quoted different rates ranging between Rs. 5 to Rs. 11 per sft. He has sought 60 days for completion of work while offering 10 years' warranty for main building paint. His total final estimate is quoted at Rs.8.18 Lakhs. Mr. Swapnil of M/s Samruddhi is new for us and he approached us through the Dealer of Dulux Paints company. He appears to be less experienced compared to other 2 agencies.

-- Mr. Bhosale of M/s SRS Enterprises [initial estimate Rs.9.26 L] has also taken and mentioned item wise detailed measurements of exterior and interior paintable surfaces. Main building exterior area as measured by him is 34110 Sq. Ft. and the rate of paint for building exterior is quoted at Rs.16.75 per sft. Other prime areas include interior places like staircases, parking area, compound wall, lift duct, main gate, terrace grills etc. are measured around 31000 plus Sq. Ft. for which he has quoted different rates ranging between Rs. 11 to Rs.13.50 per sft. He has sought 25 days for completion of work while offering 10 years' warranty for main building paint. His total final estimate is quoted at Rs.8.25 Lakhs. He declined our request to match it to Rs. 8.18 L quote of M/s Samruddhi. Mr. Bhosale was introduced to us by one of our members as the Dulux company's dealer expressed good opinion of his workmanship. 

Committee's Recommendations-

[I] Against the background of these highlights of 3 different quotations, the committee has discussed again and unanimously decided to recommend accepting the quotation of Mr. Bhosale of M/s SRS Enterprises on the strength of following factors--

1. He is highly experienced and has done work for many known buildings/societies in our area and he is quite professional in his approach, discussions and presentations.

2. He has his own employee/workers' team unlike others who are working through labour contractors. 

3. He has assured to complete the task within 25 days voluntarily offered a daily penalty @ Rs.2500 if work is not satisfactorily finished in 25 days. 

4. His payment terms are safer for us compared to stage wise advances sought by M/s Samruddhi, though both of them have offered to execute a tripartite contract with Dulux Paint company dealer. SRS is using the Dulux emblem / Logo on its letterhead and so looks authentic.

5. The committee committee members opine that his quote is  higher by about Rs.7500 only but it is negligible compared to his merits & aforesaid terms & conditions.

[II] The committee also recommends calling for a one time contribution of Rs. 20000/- from each member, totalling to Rs. 2.40 Lakhs for this painting work. The existing Sinking Fund is appx. Rs. 9 Lakhs out of which, an amount of Rs. 6.10 Lakhs is proposed to be utilised for this painting work and remaining from fresh contributions from members so that EEA will have Rs, 3 Lakhs as sinking fund to continue ahead. 

Motion Moved by the committee members for approval by all members and circular resolution to be passed

Committee proposes to pass a Circular Resolutions that--

1. EEA General Body approves appointment of Mr. Bhosale of SRS Enterprises as  our Painting Contractor agency and authorises the committee members to  execute a tripartite contract with him and the Dulux paint company's dealer for an all inclusive charges of Rs. 825000/-  and the contract to include warranties as per quotation. Any two of the 3 committee members can sign the contract. 

2. Further resolved that committee members are allowed to make payments to the Dulux Paint Dealer for material supplies (Rs. 4.54 L including GST) and the service charges (Rs. 3.71 L) to SRS Enterprises as per the terms and conditions as mentioned in the quotation no. 135 dated 25-09-2025 of M/s SRS Enterprises owned by Mr. Bhosale. TDS @ 1% to be deducted from service charges component and paid to govt. through the office of our member Mr. Umbarge  saheb. 

3. Further resolved that the Committee members are authorised to break the FD receipts of appropriate amounts from FDs pertaining to Sinking Fund deposits in banks. 

All members are requested to respond quickly if they have any queries and / or suggestions. The members may post their queries on WhatsApp group so as to expedite the decision.  

The committee members propose to start the painting work during the 3rd week of this month itself so that the sunny days ahead will be properly available for drying the paint. As such, the committee requests all members to approve the resolutions within a period of 10 days ahead. We need time to execute the contract and then mobilse the materials etc and start work by 20th Feb.26.

just for all of our benefit please confirm what would be the basis of contract..unit rate basis or lumpsum basis.

Hope estimates are fairly evaluated..otherwise let there be a clause of ceiling limit in their contract/order..

Dear Malay,

1. The discounted quotes of all the agencies are on a lump sum basis. If we compare the measurements of Samruddhi and SRS Ent., there are mostly matching. Yet, Bhosale has agreed to get a measurement certificate from a third party by paying fees. 

2. The draft agreement will be shared with members on receipt. 

3. I have mentioned amounts of initial quotes of all the 3 agencies respectively in order to highlight the negotiations done by committee members.

The Committee will inform the date of remittance after signing the contract once the proposed resolution is passed by the majority of members. It's a good beginning with2 members quickly and positively responding.

Dear All, 

Committee members thank all of you for the quick response. Anagha madam has posted her consent on WhatsApp while all other members have mailed consent, resulting in 100% unanimously passed resolutions. The committee members will soon meet and proceed to execute contract with Mr. Bhosale. I have enclosed the gist of circular resolutions passed for your reference and record. 

I also request all the members to remit Rs.20000/- each before 5th March 2026 and cooperate. Please remit contributions to any of the two bank accounts as individually suitable.
