As you are aware that being the sole-owner of Elita Garden Vista, Keppel Magus Development Pvt Ltd registered the EGV Association of Apartment Owners with The Housing Department, Government of West Bengal on 3rd January 2013.
At present, we have completed 307 number of Registration of Deed of Conveyance and also 286 number of units are handed over to their respective owners.
As per Clause 19 (a) of the Deed of Conveyance and as per sub-clause (i) of clause (b) of sub-section (3) of section 4 of the West Bengal Apartment Ownership Act, 1972, being the residents/owners of Elita Garden Vista, we are pleased to invite you to join the EGV Association of Apartment Owners .
The bye-laws of the Association is enclosed for your reference. You are requested to execute “Form C” ( format enclosed for your reference) and submit the same for submission to the Competent Authority. The procedure for execution and submission of Form C is enclosed for your reference.
Kindly let us know in case you need any further clarifications in this regard.

In reference to our trail mail dated 23rd September 2013 on the abovementioned subject, we are in discussion with our legal advisors M/s Mukherjee & Associates to form a registered Co-Operative Housing Society by dissolving EGV Association of Apartment Owners. We are also discussing with them possibility/applicability of challenging the NTESCL’s order regarding revision of tariff from “Commercial” to “Residential” before the court of Law. We would be pleased to know your valuable opinion/advice on the same.
In the mean time as assured please find given below the procedures for formation & registration of Co-Operative Housing Society:
Procedure to be taken for registration of Co-Operative Housing Society
Step -1:-Need 3 copies of Application Form (Form No-1) and three copies of Bye laws.
Step- 2:- Need to obtain confirmation / approval of the proposed cooperative society from the office of the concerned Registering Authority.
Step-3:- a.
Need to fill up the Application Form and the bye laws in triplicate.
b. Get them signed by all the intending and eligible members.
c. Get the signatures attested by the Chief Promoter (both for the
application form and bye laws).
Step-4:-Enclosed the list of following documents along with the Application Form.

Based on the discussions held between several Owners/Residents on 14th September 2013 regarding the tariff being charged by WBSEDCL/NTESCL, it has been decided by the Owners/Residents present on the above mentioned date to form Co-operative as required by WBSEDCL/ NTESCL for revision of tariff to residential rate.
Under these circumstances Owners/Residents are hereby invited to come forward and enrol for the formation of the Co-operative for Elita Garden Vista under the Co-operative Societies Act, 2006.

There is no deadline as such. The sooner we complete this formality the better. If keppel is selling their stake they might delay this so that we do not have sufficient time in hand to catch them.

Firstly, Amit is has left Keppel and Bibhash has taken over from him.
Secondly, all the registered owners details may or may not be there with EGV or not sure. We are all aware of these CFU’s efficiency and knowledge on this matter. Hence we are broadcasting among whatever mail ids we have.
Finally, need to submit documents for our own interest. Unless we show 51% occupancy we can’t start conversion of electrical commercial tariff (INR 24 /unit) to residential (INR 5-7/unit) tariff.
One just need to carry copy of their Deed of Conveyance. So will request to speak to CFU member to book your appointment to complete these formalities.
If we do it now then EGV will arrange for bulk stamp paper and magistrate stamping. If we delay then we need to complete these legal formalities ourselves.
