I will take the liberty to summarize some of the points that have been raised so far:

1. Let's keep it simple
At this initial stage it is important that we do not overstep ourselves and keep things simple.
            -  no APIs or locking algorithms
            -  no payment gateway -- PayPal buy buttons instead?
            -  do we host or do we link to external sites -- all devs seem to have their own repos and sales operations in place? What we could probably do is host the free non-GPL plugins, and provide external download links to others.
            -  the latter goes in line with Dhrup's idea - in a way a centralized place, where we can offer our services, products etc.

2. Let's keep it transparent
-- We need to think through the logistics of the site operations. There is a need for moderation - I think collective moderation could be an option, where is if 3 admins flag an item it's automatically deleted. We could think of ourselves as the board, and build the decision making process around a board of directors model.
-- Clear review system. We are in competition with each other when it comes to certain plugins. We need to provide customers an unbiased view/review. Any existing models that could fit?
-- Which also leads to the quality of plugins - we will need to agree between ourselves on how we address quality issues. One thing perhaps is that we agree to be straightforward with each other - and make sure we do not withhold professional opinions on the quality of each other's plugins (which can be harsh, but I guess it's more professional).

3. Elgg Foundation
We need the support and the blessing of Elgg.org. Let's lobby Cash, Brett and Evan to let us know how much they want to get involved, how they can support etc.

4. PR
What we could probably do, which will be in line with Elgg.org is buy a service listing (similar to Keetup) on the Elgg homepage -- sort of a collective investment.

5. Domain/hosting
    - 'Elgg'-free domain ?
    - Hosting/servers -- do we trust Dhrup to host ?
    - Costs - if not free, how do we fund

6. Functionality
    - Can everyone send in a full list of their plugins, so we have an idea about the numbers etc.
    - Is everyone willing to make their plugins available to be installed on the site (if the decision is made to use that plugin) ?

Our thoughts on this :

1) We are not going to fork elgg. Just planning to bring under the
commercial supports together.
2) Would like to have hosted all the plugins together, than make them
scattered.
3) Let the developers can add the link to their site, in the plugin
listing page, by a button like "Visit us"
4) Its better to use the payment gateway. Because, in this fast era,
why we want to go back.? Let the user purchase and get the plugin
immediately after the purchase. This increases the credibility and
will reduce the work load on plugin authors.
5) We dont think curverider will support us, from their discussions in
the community. Many of us are seeing it for the past five years. So
why we need to involve them. Anybody generating good revenue with sale
of their plugins can donate to the elgg project, once our idea clicks.
6) We can allow both Commercial and free plugin hosting
7) It will not be possible to keep an eye on the quality of the code
or the monitor each and every plugin or theme that get uploaded to the
community.
8) We should add a system for the user review just like comments
9) All plugin supports should be posted as forum posts in the
corresponding group
10) Three or maximum five of us can be admin of the site, and let them
make decision of spamming, or reported plugins.
11) We should not delete a plugin, with out checking it. (Automatic
deletion, if the plugin is reported three or more times)
12) those plugins, which we test or have used, can be labelled as
"Trusted" or "Approved"
13) let the users recommend or give the feedback with the developer or
plugin. This will works best.
14) Its better to take some one the responsibility. Any developer can
take the development of the project. He will be responsible for this
project and we dont mind, if certain percentage (Not something big) of
the purchase is sent for the site manager.
15) Anybody who feels that, he is generating good revenue with the
store, can contribute to the elgg project.

Just our thoughts on this :)

Ismayil, answering to your list:

ad 1) agreed.

What we really need is an independent and comprehensive reference list
of plugins, similar to torrent search engines. Payment system is an
addition which is nice but I don't think it's required now, when we
don't know wether project will be a success. There may be a time for
this once the project is succesfull.

I broke into two payment gateways used in e-commerce solutions for
Elgg. I'm not sure I would like to use such gateway for plugin
repository... For me it's a choice of either doing it quick with
limited version or doing it good in longer time. I would choose rather
quick result first. Both solutions should be of good quality.

ad 2) agreed. I think we also need a clear procedures of what is
allowed on the site. We should create a terms and conditions set. All
operations which are in line with terms and conditions should be
allowed for every admin. Changing terms and conditions would require
approval of a quorum. I think we need such set even before starting
work on a site.

ad 3) agreed. The more support we can get, the better. If we can help
Elgg.org in any way, we should. If we can persuade Elgg.org to help
us, we should as well.

ad 4) I think subscribtion for donation is a good idea as well.

ad 5) I don't thin funding a domain is a problem, it's a minimal cost.
Anyone can host provided we can move hosting to another site if
required.

ad 6) plugins we offer are on Elggdev.com :)

I don't think installing on the site plugins from website's offer is a
good idea. If some plugins are required for such site, we can offer
them though.

What I think is very important would be a promotion of Elgg itself as
well. We should promote Elgg solution by positioning, advertisements
and when possible - targetted articles and lectures. This I think is
in interrest of everyone here and in interrest of community itself.
Without flow of new users, there won't be enought proffit in plugin
store.

This I think is something we can do even without a completed store
website.

Rodolfo, do you have a web reference on paypal not working in El
Salvador? I did some google searching and wasn't able to turn anything
up. A reference in Spanish is fine.

Everyone else, I thought this article might come in handy if you do
want explore options other than paypal:
