Removing several libraries

Dear all,

I just made a conscious attempt to simplify linking Elemental: elem-dummy-lib, experimental-c, and experimental-f90 have all been eliminated or merged with libelemental:

I have tested these modifications on two different machines, but it is possible that these changes break the build on some other system (perhaps Macs). Hopefully in the near future I will have access to a small compile farm with a few different architectures/toolchains.

I think this is good change. Thanks. Does this also include the PMR^3 stuff?

PMRRR still needs to be linked, and, if the LAPACK support was deemed out-of-date, then the manually-compiled LAPACK routines also need to be linked. It would probably be a good idea to merge these addons into libpmrrr.
