Why is libplcg.a not being built by default in 0.79-p1?

[naromero@cetuslac1 ~/madness-gcc-trunk]$ ls ~/elemental-0.79-p1-gcc/lib/
libelem-dummy-lib.a libelemental.a libpmrrr.a
[naromero@cetuslac1 ~/madness-gcc-trunk]$ ls ~/elemental-0.78-p1-gcc/lib/
libelem-dummy-lib.a libelemental.a libplcg.a libpmrrr.a

Because I removed it from the library and am using a simple hash of the current time and process rank to seed local LCGs. This is a placeholder until the move to C++11, which has much better support for random number generation.
