It seems that Elemental questions are starting to be asked on the Computational Science Stack Exchange, for example:
    http://scicomp.stackexchange.com/questions/7722/how-to-convert-a-matrix-to-a-distmatrix-in-elemental
which was the result of the following question:
    http://scicomp.stackexchange.com/questions/7705/libraries-for-distributed-memory-cholesky-factorization

I'm not sure if this is a better format than an email list or not. My worry is that the site might not make it out of beta and that the answers will be lost.

Stack Exchange is obviously far more visible than a mailing list, but it is not
uncommon that self proclaimed experts provide misleading/erroneous answers.

Agreed, but one benefit is ruthless moderation which keeps the discussion on topic.
