As far as I know, the answer is No, such that Electric currently does not support Liberty file generation.
To generate Liberty (.lib) files, I believe you would need a commercial program like:

write_library function for generating liberty files [

seen a JAVA wrapper. If your able to program yourself a JAVA
wrapper or interface to the Liberty C library using the Electric
VLSI source code [

it likely would be possible with Electric (with much effort).
