The code in tool/io/output/LEF.java makes certain assumptions that apply to every technology. It assumes that all metal layers are called "Mx" where the "x" is a layer number. They assume that there are 3 polysilicon layers. The code also makes assumptions about the names of every other layer.
LEF and DEF were new when these modules were written, and there have never been any extensive uses of that file format. Now, decades later, it is entirely possible that LEF/DEF has matured, but the Electric code has not.
