I'm trying to debug  around class DRCDeck ..

More details on what a I observe:

[1]    Rules likes letal1 to metal2 distance (using m1-to-m2 jut for debugging)

      does not even get into this function as argument

     public static void exportDRCRule(PrintWriter out, DRCTemplate rule)

[2] when I add rule to DRC  file (XML deck) it is imported  successfully

     and the rule is successfully used for rule check
