You do have access to variable CLASSPATH and all other variables. You don;t need administrative permissions.

Learn manual from your operating system;)

At least you can set eny system variables for a program you running

You just make a .bat file with notepad and add

set CLASSPATH=<whereever you need>

cd <pathe where electric-9.07.jar is>

java -jat electric-9.07.jar

Then you can run  your .bat file the same way you run .exe files
