What you need is to set lambda to 100nm in Electric and fix DRC rules there accordingly to values specified in the DRM supplied with your PDK ;)

I need to export the mocmos drc deck for use in calibre DRC software. But
the output file comes out as an XML. Is there a way to export it as a

Sorry, Electric can write your circuit as an input deck for Calibre, but
it doesn't write the rules. It assumes that if you're running Calibre,
then you already have the design rules in proper Calibre format. Perhaps
you should ask MOSIS for their Calibre rule deck.
