Yes – it will be Free (They found a Sponsor to make the deal work so they don’t appear to be giving away free electricity as a power company – Bad Optics):
They are putting in two new Schneider EVSE L2’s to replace the old (restricted) Better Place unit, which was just 20 (16) Amps with two new 40 (30 – 32) Amps units; also – the L3 is a ABB Multi-function unit (I saw it this past Monday, while they finish other construction of the other structure around it) with both SAE CCS @ 50 kW AND CHAdeMO @ 50 kW!
I have notified PlugShare with the information and advised them that they can make it public beginning November 12th!
The Details I got from one of their lead staff, who gave me an Invitation Postcard while speaking this Monday with them on the project.

This is great news, I really hope it will actually be open to the public (currently restricted to employee use only). Is there a press release or anything like that? Looking to see what kind of L3 will be put in.
