Thanks, Clay. The article refers to "liquid democracy," an old name
for delegable proxy. The article doesn't make it clear if this is
delegable proxy or ordinary proxy, but "liquid democracy" did refer,
specifically, to aggregation through delegation.

And it's being implement in a quasi-Free Association way: the process
is advisory. It does not actually control the party, but is
influential through advice, at least that's what came across to me in
the article.
