Need advice: Places to publish Steve Cobb's paper on Approval Voting for Deliberative Assemblies?

Steve Cobb and I are looking for places to submit his paper, Approval Voting for Deliberative Assemblies. Do you have any suggestions?

Some Background:
I've been working with Steve Cobb, whom you may know from our forum and from the NH Approval Voting campaign, to help him edit and publish his paper on Approval Voting for Deliberative Assemblies.

Examples of "deliberative assemblies" are boards (like CES's), standards committees, political movements/organizations (e.g. Occupy Wall Street), etc. 

Steve's paper is specifically geared towards the business/corporate world, not really public/political institutions.

With that in mind, Steve and I are assembling a list of possible places to submit the paper. We are mainly looking at business/corporate governance organizations/publicationsOur list so far includes:

Graziado Business Review
What's New
ISOfocus
The Institute
Standards Engineering
Horizons
Parliamentary Journal
Harvard Business Review

Here's the question: Can you think of any other publications to add to the list? Or do you know anyone you/we could ask?
