Problem with WA state data

Hey there. This is a bug report, so I'm hoping there's someone from
Google's EC team on this list...

First, Google team, thanks for making this API available. It's great.
As soon as I saw it was available, we set up an import of polling
locations for 2 of our nonprofit clients -- so they could send a
"here's your polling location" email to their supporter lists. Between
the two, they send a few hundred thousand people their info. A good
day!

On the down-side, it appears that the API is spitting out bad data for
WA-state. When given a WA street address, it returns "SUCCESS" and
instead of a mailing address, just: a number as address1 (no city) --
e.g. 524829, wa. As a result, we sent a few thousand people wacky
emails that contained a nonsensical address and a map of the White
House. WA in fact has no polling locations. It is a vote-by-mail
state. So it seems to me that no WA address should return SUCCESS.

Note to other developers: be sure to block WA addresses from returning
these bad results when you setup your app.
