Hi.

I've been tasked with upgrading a internal LMS from barely supporting
SCORM 2004 4th edition to full (or very close) compliance with the
specifications, adding all the various data objects it hasn't
supported yet. The LMS has been used just for running homebrewed
courses, but we are now about to get some content from an outside
supplier.

Is there any kind of prebuilt SCORM package I can import in the LMS
that can test that everything (or as much as possible) works as
expected?
Basically set values, and see that they can be read back. Try writing
to read-only values and check that the right error is set, reading
write-only values and so on.

Some kind of tests would help me feel confident that I'm implementing
it correctly, and writing the tests myself aren't the best way, since
any misunderstandings would be in both the tests and the LMS.

I've searched a bit, but only found places to test my SCORM content,
which isn't an issue (yet).

scorm.com has a ton of thoroughly tested content examples.

You could use the LMS certification tests from ADL.  They test your LMS for conformance.  I've never set it up and not sure exactly how straightforward it is.

take care,
