Adobe Captivate does not support dynamically generated/updated content.  You'll need to build a custom course system that can load your XML/database content.  

Some thoughts:

SCORM courses are not supposed to rely on a database (no MySQL, SQL Server, ASP, PHP, etc.) because they're supposed to be portable, capable of being run from ANY web server. Because of this, I suggest you go the XML route.  XML can be served by any web server, and can be parsed by JavaScript (for HTML-based courses) or ActionScript (for Flash-based courses).

There are several commercial and open-source solutions for building courses using XML files, I'd start there.

I suggest avoiding Flash if possible. Since your InDesign file is likely a static 'page turner', I doubt your course will be much different. It likely doesn't contain any elements that require rich animations from Flash. HTML with JavaScript is supported across platforms and devices (including iPad), so I suggest going the HTML route whenever possible. Keep it simple.

Those 2 methods share great part of the content.

Indesign well supported to work with database content, which mean i can change my content from database and the data spread out to any book this piece of content deliver to.
With adobe captivate it impossible, the only way is maybe via XML, but the xml is not order by slides and I can't see logical order there.

after i read pipwerks.com article about add scorn to swf/html, I thought about using indesign for courses as well, and maybe use some solution to add scorn capabilities to indesign.
I would appreciate every advice/tip you guys might give me regarding those 2 option (using or XML or adding Scorm to swf/html)

SCORM is a web-based technology and must be run via a web browser.  InDesign is not a web format.
