I cannot project a time. We are working on the first draft in-house. Once
we have a "draft", I plan to hold PC workshops to discuss the draft. Once
the PC and those who participate in the workshop have reviewed and
commented, we will make changes. We will then have community participation
meetings to discuss the changes and receive comments. We will then hold
another PC workshop(s) to discuss comments from the public and incorporate
appropriate comments. We will then hold public hearings before the PC.
