ElastiCluster 1.3.dev16 available

Dear all,

I have just tagged ElastiCluster 1.3.dev16 on GitHub; Docker images
should be available for download within half an hour.

Notable changes in 1.3.dev16:

- Hadoop/Spark playbook now uses Apache BigTop 1.4.0 by default
(released June 16)
- OpenStack users can now use anti-affinity server groups to spread
compute nodes over different physical hosts; thanks to @flashvoid for
the initial implementation!
- A bug that caused playbooks to exit early on CentOS 6.x/7.x when
using "eatmydata" (default) has been corrected.

None of the above features has received extensive testing, though, so
I would be grateful for every bug or experience report!
