to Elastic CSS Framework
I know since ElasticCSS is a CSS Framework in itself and not a 'grid
system', it does not necessarily need to be ported to Compass as a
Compass plugin, BUT.. can it or has it been done? Does anyone havea
workflow that they would like to share where they are using ElasticCSS
alongside Compass?

there is an attempt to do this. but failed because there is no point on doing it.

https://github.com/marnen/compass-elastic-plugin

you can use them together i guess unless they have same classnames
if you want to make a compass plugin it can be done but there is no point of doing it because you dont have to recalc anything for the framework
it does that by itself.

if you want to get the other compass plugins just check that elastic and compass dont use the same classnames and that is all.

so my wuestion is what would you like to accomplish by doing this?
