Replacing. Elassandra seed. node

I had a seed node die today and attempting to replace it with a new node seems to hang in nodetool UJ state. 

Elassandra Version: 6.8.4.9

Steps:

1. Removed the seed node from seeds: in cassandra.yaml and rolling restarted each node

2. Updated cassandra-env.sh with JVM_OPTS="$JVM_OPTS -Dcassandra.replace_address=10.0.23.68" which is the IP of the DN(Down/Dead node)

3. rm -rf /var/lib/cassandra/* on the new node 

4. Start cassandra
