Seoul Metropolitan Government is the capital and largest city of South Korea. It is one of the capital cities of the Korean Peninsula with a long history along with Pyongyang, Gyeongju, and Kaesong.

By law, it is defined as the first city in Korea.[20] Currently, the mayor of Seoul, the only special city and head of Korea, is the only head of the Korean metropolitan government to be treated at the ministerial level and has the right to participate in and speak at the Cabinet meeting.[21][22] Seoul Metropolitan City is a true subordinate city of Korea, with about three times more population than Busan Metropolitan City, Korea's second-largest city.

Historically, it is of high importance as the capital of Baekje, Joseon, and the Korean Empire, as well as the current capital of the Republic of Korea. After Baekje established its capital in the current Songpa-gu and Gangdong-gu regions in 18 BC, the Hanseong Baekje era continued for 492 years. Later, Goguryeo captured Hanseong in 475, and Goguryeo, a country based in the north, crossed the Han River from the existing Hanseong of Baekje to the north and designated it as Nampyeong, Bukhansan-gun of Goguryeo, based on the current Gwangjin-gu, Seongdong-gu, and Guri-si. Since then, Seoul has developed around the Gangbuk area.

In 553, Silla occupied the Seoul area and became Hanyang-gun, the Hansanju of Silla. Later, during the Goryeo Dynasty, it was Nanjing south of Gaegyeong for about 250 years (23 years). During the Joseon Dynasty, it was Hansung, the capital of Joseon and the Korean Empire, for 510 years (24 years), followed by Seoul Metropolitan Government, the capital of the Republic of Korea for over 70 years (25 years). It has served as the capital city for a total of 1,070 years in Korean history, and it is a historic city with a history of over 1,300 years including the period of the capital city.

Traditionally, Seoul was composed of only Gangbuk area, but its jurisdiction was expanded to the south of the Han River through the expansion of Seoul in the 1960s. The current Seoul Metropolitan Government area is a form of additional additions of the entire Yangcheon-hyeon in the late Joseon Dynasty, Siheung-hyeon, Gwacheon-hyeon, Gwangju Yusubu, and Yangju-mok from the old Hansung area. As it is a city with a history of hundreds of years, it is not a planned city established on a flat land, but a naturally formed city with the back of nature such as mountains and rivers, and has several unique characteristics.
