I have the intention to buy such an EiffelStudio license and hope there will be a new release in May.

Does it mean that with such a license I can both install on arm64 win64 and linux?

Yes, with the Personal (3 platforms) license you can install and use EiffelStudio for personal projects on 3 different platforms, in your case this can indeed be arm64, win64 and linux.
