CLI capable (Windows) application to retrieve public card details & picture

We are seeking for an (ideally) pre-existing open-source or commercial solution which can retrieve the public card details and the picture from a EID card. That application should not have a UI, just CLI - when the CLI command is executed it would simply return the data in a a configurable path, specified by a flag on the CLI.
