Delivering on openness is a first order goal for a Europe on its way
to financial recovery. Open ICT is a catalyst for economic growth.
Open data is a prerequisite for co-creation and innovation in services
and digital citizenship. Basing e-government on open standards is the
path to efficiency. However, even if we may agree on many of these
issues: how do we move from policy to practice?
What are the links between open government, stakeholder engagement,
and innovation? How do we balance the benefits of transparency with
concerns about privacy and security? How will "government clouds" work
and who will own your data?
