NYC is pushing efficiency as a means of climate change adaptation. I
guess the premise is "don't make a bad situation any worse", though
there is a point that efforts in distributed renewables and hybrid taxis
would make the city less susceptible to resource scarcity or grid
disruptions. Judge for yourself...

It's a little upsetting that the discussion is on "green roofs" (or PV roofs) as opposed to "white or cool roofs".
