EE in multiunit buildings

Hello all,

I was hoping to get your input:

What are the EE improvements that should be first made in apartment
buildings/multifamily/multiunit housing? Based on economic efficiency
and energy saved. Is replacing the building water heater or heating
unit (with an Energy Star one) better than decreasing amount of hot
water used or using a programmable thermostat, for example?

I would really appreciate your insight into this question and if you
could give me quantitative data (or direct me to papers) on costs and
energy saved that would be great!! The context is that I am interning
with the city of berkeley and I am creating a survey to send out to
tenants, and maybe a separate one to send out to landlords.

The purpose of the survey is to identitfy where the biggest gains are
possible for EE in multiunit buildings, and apply that to what the
city of berkeley can do to help make those improvements happen. I want
to make my survey questions focus on the most effective EE
improvements.

I'm doing similar work for my PhD, but not focused only on multifamily.  I'm also taking a bit of a behavior focus (using simple technology to enable behavior...like powerstrips to help with stand-by power).

www.eni.it The Practical Guide to EE (24 suggestions to decrease the energy expenses of your family by up to 30%).  I have a brochure.  Not sure if it's on-line??
