Great article- thanks, Matt.  Does anyone know of groups that are targeting this issue through policy or incentive programs, other than the attempts mentioned in New York?  Hasn't much of Europe dealt with the need to sub-meter apartments?  I would love to know about any good examples or case studies, if anyone has them...
