Formatting transcript files: unclear in documentation?

The documentation about edX transcripts says that the Subrip format is being used. When checking out its Wikipedia page, it does not state anything about special characters. However, after some testing, it seems that
and other special characters and quotation marks are not possible, and that you need to use the HTML character entities? Is this correct? And if so, why is that not in the documentation?
