Is it possible to speed-up command "paver devstack lms"??

Hi All,

I am facing some issues about the faster development, when I am doing some changes in *.scss file, 

I need to do paver devstack lms,

Its really takes too much time to compile and run, Is there any way to make this faster??

Also I dont want to run --fast.
