Creating a competency profile for a learner

I am very new to Open edX and currently evaluating it for possible use. 

I would like to configure a competency profile for a learner and then be able to suggest training courses ant paths to such a learner based on the gaps in competence.

Is this possible in Open edX? Please point me in the right direction to further explore.
