Devstack issues with master branch

FYI: Devstack continues to be broken again the master branch.  

1. There is an issue deploying ecommerce.  If you don't need it, you can work around it as follows: https://openedx.atlassian.net/wiki/display/OpenOPS/Disabling+a+service+when+building+edX+devstack

2. Bokchoy have a problem running due what seems like a mongo authorization issue.

In case it wasn't clear, this does not affect the Ficus devstack using the Ficus branch.

As a temporary workaround, if you do need to get running on a fresh devstack against the master branches, you can run the following before you install:

export CONFIGURATION_VERSION=robrap/devstack-workaround

Note that these are just workarounds.  We are working on more permanent fixes to get into master.

The final fixes have been merged to master.  Fresh devstacks using master branches should build ok at this point.
