Ficus 1 RC4

Everyone,

The next Ficus test release is available: open-release/ficus.1rc4 . This may become the true Ficus release, depending on what reports we get from the community in the next few days.  Please try this on test systems and let us know what you find.

Ficus is the first Open edX release that runs on Ubuntu 16.04.  Eucalyptus runs on 12.04, which Ubuntu will stop supporting this April.  Running Ficus will be important to stay current with operating system updates.

Some release notes:

• This is the Ficus code. There will be fixes applied, but typical development will not affect Ficus from this point on.
• There is no upgrade script from Eucalyptus to Ficus, and there will not be one.  Eucalyptus runs on Ubuntu 12.04, Ficus on 16.04.  The major operating system bump means that automatic upgrading is not possible.
  
• Docs have not been updated yet.

Hi Ned,

We've tested the ficus.1rc4 branches on OpenStack, and they're looking great.  New services provision and test out, and Eucalyptus services can be upgraded to Ficus without downtime or migration issues.

We've cherry-picked two open PRs into our configuration opencraft-release/ficus.1rc4 branch, but our edx-platform opencraft-release/ficus.1rc4 branch matches upstream exactly.

Jill, thanks for the feedback.  Once those pull requests land, we should get them cherry-picked onto a Ficus update.
