I was able to research on the internet about ICT masterplan its from
GMA NEWS.TV. It is entitled ASEAN to adopt connectivity master plan

Association of Southeast Nations (ASIAN) leaders are set to adopt and
ambitious " master plan on connectivity" which would improve the
transport, information communications and technology (ICT), and
institutional connection of the ASEAN's 10 member countries.

At the 7th ASEAN summit are Brunei, Cambodia, Indonesia, Laos,
Malaysia, Myanmar (formerly Burma), the Philippines Singapore,
Thailand, and Vietnam.

The master plan would enhance intraregioanl connectivity through
physical roads, rails, and air and sea linkages among the member
countries.

Overland transport systems would connect adjacent territories such as
Cambodia, Laos, Mynamar, Thailand, and Vietnam while imrpoving
physical links to archipelagic countries like the Philippines and
Indonesia.

The plan Spearheads infrastructure and multi-modal transport projects
such as the ASEAN Highway Network and the Singapore - Kunming Rail
Link, which would address software - related issues within the
existing framework of the ASEAN.

These efforts are aimed at facilitating trade, investment, tourism,
and development, as well as opening up underdeveloped and remote
inland regions.

The master plan aims to establish a single market economy by 2015 that
would facilitate trade and investments among ASEAN members and their
dialogue partners, including China, India, the United States, and the
Europian Union.

Within the same time frame, the scheme also plans to build a "people -
oriented ASEAN community" that would focus on fostering a sense of
shared cultural and historical linkages.

The ASEAN foreign ministers also agrreed to establish a rescue
coordination center to handle search and rescue operations for their
citizens who are affected by piracy in Somalia and other African seas.

Almost 300 Filipino seamen have been kidnapped in Somalia and Nigeria
since last year, with around 70 still held hostage by pirates.

The ASEAN Declaration on Cooperation in Search and Rescue of Persons
and Vessels in distress at Sea creates direct communication channels
and products to allow for speedier and more effecient rescue
operations.

The connectivity plan is a "response to the region's needs for an
improved physical, institutional, and people - to - people connection,
" the ASEAN said in a statement.

  I was able to research about ICT master plan.It is entitled DAVAO CITY GOVT URGED TO DRAW ICT MASTER PLAN.

The Davao City chamber of commerce and industry has initiated a step to further develop the ICT competitiveness of Davao by submitting a resolution requesting the city  government to draw a comprehensive Information and Communication Technology or ICT  Master Plan.

The Davao City chamber of commerce and industry further believe that the local ICT cannot flourish without the support of the local government unit. The Davao chamber of commerce asked the Davao City government to draft a comprehensive master plan with in the next 1 year. Davao City can imitate the success of Cebu City as a hub for IT investments on the Philippines where the local government is very supportive to the local ICT industry.


The City of Davao has garnered high ratings in major survey like cost of doing business, quality of life, availability and quality of human resources, transportation, infrastructure linkages and and  the dynamism of local economy.
Davao City is among the most competitive highly urbanized cities in the Philippines and belongs to  the top 20 most livable cities in Asia according to survey conducted by the Asia Week magazine.

I was able to research about ICT master plan, entitled
PHILIPPINES: DENR okays ICT MASTER PLAN.
The Department of Environment and Natural Resources (DENR)
would soon be more responsive and at pace with the worldwide
developments with the approval of the Information and Communications
Technology (ICT) master plan of the department.
DENR Secretary Angelo Reyes approved the ICT master plan since it
is crucial to the department’s implementation of policies and programs
on environmental protection and management to attain sustainable
development of the country’s natural resources.
Reyes said that the computer experts from DENR’s various offices
nationwide drafted and discussed the ICT master plan during the three-
day workshop held recently in Lipa, Batangas.
The DENR, Reyes said, needed at least P7.06-billion investments
for a period of five years for the completion of the master plan to
achieve an integrated, secured and reliable enterprise-wide DENR
information system by 2010.
Reyes, however, said that the implementation of the plan would be
on staggered basis or in three phases due to the huge investments
needed and the urgency of computerization.
He stressed that the top information systems that are most urgent
and should be implemented starting September this are the information
systems on air and water quality management, geo-hazard maps,
topographical maps, land records and forest management.
Based on the master plan, Phase 1 will focus on building the DENR
ICT pillars by institutionalizing the ICT organization in the
department, setting up of quality processes and procedures and
building up an integrated DENR ICT infrastructure.
Phase 2, on the other hand, would focus on extending DENR to the
communities by providing efficient delivery of its services with the
establishment of an ENR one-stop, on-line service.
While Phase 3 is towards global competitiveness where the DENR
can provide the public with real-time ENR information that is
accessible anytime and anywhere.
Finally, in support of e-governance, the DENR will set up inter-
agency connectivity to promote transparency, accountability and
integrity.

Asean unveils ICTKUALA LUMPUR: Asean moved closer to achieving a fully
integrated economy and society yesterday with the launch of the Asean
ICT Master Plan 2015 (AIM 2015), a document outlining the region's
five- year information and communications technology (ICT) development
strategies and initiatives. KUALA LUMPUR Information, Communications
and Culture Minister Datuk Seri Dr Rais Yatim said a holistic approach
to ICT development was critical in the lead up to Asean becoming a
fully-fledged economic community by 2015.

"It is without any doubt that ICT development plays a very important
role in strengthening the three pillars of Asean -- economy, security
and the social cultural community," he said at the closing of the 10th
Asean Telecommunications and Information Technology
Ministers' (Telmin) meeting here.

AIM 2015 is aimed at delivering four key outcomes - ICT as an engine
of growth for Asean member states; recognition for Asean as a global
ICT hub; enhanced quality of life for the people of Asean; and
contributing towards Asean integration.

Rais said the master plan was developed in consultation with multiple
stakeholders, including users, regulators, policy makers and
industries, to chart out priority areas in ICT over the next five
years.

Key focus areas include local content and applications, small and
medium enterprises (SMEs), new media, green ICT, accelerated access
and adoption of ICT applications and services, and value creation
using ICT.Asean moved closer to achieving a fully integrated economy
and society yesterday with the launch of the Asean ICT Master Plan
2015 (AIM 2015), a document outlining the region's five- year
information and communications technology (ICT) development strategies
and initiatives.

The master plan, jointly launched by the telecommunications ministers
of the 10 Asean member states, is to be implemented in stages. The
thrusts are economic transformation, people empowerment and
engagement, innovation, infrastructure development, human capital
development and bridging the digital divide.
