--- English with Harry Potter
"Parta" site posted an article about curious boons of three UK language
schools. For example, in one of the schools program topics are
constructed on the plots of Harry Potter books and "The Lord of the
Ring" trilogy. Another linguistic academy offers a program that
combines learning English and a bus tour along three parts of the
United Kingdom.

--- About study at the expense of the state, grants and apostil
"Komsomolskaya Pravda" published an article "Collect documents to study
abroad?". That "hotch-potch" tells about everything in tiny bits: where
to find information about grants and scholarships, how to get abroad to
study at the expense of Russian Ministry of Education, where our
students prefer to study and what is the cost of study in different
countries. In the end of the article, as it was announced in the name,
it dwells upon necessity to get an apostil on documents about
education. We want to note that the article's author confuses a bit
such notions as equivalence of diploma and its legalization.
Equivalence of educational document means that education that an
applicant got in his native country can be compared with education of
the same level in the receiving country and gives right to enter a
foreign educational institution. An apostil confirms that the diploma
is not a fake. Before, we have already promoted an article [1] about

--- Number of foreign students grows in China
According to statistics of Ministry of Education of Chinese People's
Republic, in 2005 the number of foreign students in the country reached
all-time high after new China was formed (in 1949) - 141,000 students,
which is by 27.28% more than in the previous year. Out of them, 86,679
students arrived to study Chinese.
Executive secretary of Management committee of foreign students support
state fund Zhang Su Jing called the major reasons of growing inflow of
students to China "the stable political situation, fast-developing
economy, noticeable increase of China's role on the international
arena, as well as gradual acceptance of education quality in
educational institutions by foreign institutions and foreign students".
According to her, conditions for study of foreign students in China are
constantly improving, including such issues as accommodation, entering
the university, medical service. However, Zhang Su Jing thinks, there
still is the problem of combination study and work for students. In
2000 a document was published in China that regulates issues of foreign
students' work but its regulations are not yet fulfilled, reports

--- There are more Europeans in New Zealand now
In New Zealand in 2005 the number of foreign students arrived from
European countries has increased by 4.9 per cent in after-school
educational institutions. It is according to Ministry of Education of
the country. It is remarkable that the growth is marked on the
background of the 6.1 per cent drop in number of oversea students
arrived last year. The reason for that was students first of all of
Asian countries and Pacific region. All in all, 504,000 students were
enrolled for different educational programs in the country. (Reported

--- Ford Fund scholarship program widens
Ford Fund allocated additionally 75 million dollars for realization of
International Fellowships Program (IFP). The program, established in
2000, is planned for 10 years. Initially its total budget was 280
million dollars. It was supposed that 3,500 scholars from 22 countries
of the world including Russia will get possibility to have magistracy
and post-graduate study in different universities of the world.
Additional means allocated by the Fund in the spring of this year will
allow increasing the general number of scholarships up to 4,400.
Ford Fund scholarship program is often compared with Rhodes and Gates
Cambridge programs. Though unlike them, IFP enables the competition
winners to study in any university of the world. Besides, International
Fellowships Program does not have any age limitations. Those citizens
who live constantly on the territory of the Russian Federation and have
a higher education diploma and working experience at least 1 year in
the field of would-be education can participate in the competition.

--- Why European universities are behind the USA?
Majority of European universities are not enough financed, not reformed
and "remained in the past". It is according to the data of special
research of Center of European Reforms (CER) dedicated to the condition
of EU higher education. On the whole only 1.2% of GDP (Gross Domestic
Product) is spent for higher education in Euro union, while the USA
spends 2.6%, Canada - 2.3%. Only one third of expenses for higher
education is financed from off-budget sources against 60% in the USA,
informs "Expert" magazine.
Some countries - the Netherlands, Austria and Denmark - have carried
out a reform of their university systems, which increased their
efficiency. In the UK universities are still competitive thanks to high
degree of autonomy from the government, only 1.1 per cent of GDP is
spent for them though. Thanks to that, about 10 British universities
compete successfully at the international market. However, in the
countries like Italy, France and Germany the problems of higher
education are getting worse every year - there are more and more
students, and less and less financing.
According to the research's authors, one of the major problems of
European universities is an insufficient concentration. There are about
2,000 universities in EU now, the majority of which conduct researches,
render Master's and Doctor's degrees. While the most part of USA
universities is targeted to teach students, and only 250 universities
offer postgraduate-programs and large scientific research centers are
only a hundred of them. Financial resources and specialists are
concentrated in these universities; therefore it's no wonder that the
USA top international rankings of research universities.
