"Komsomolskaya Pravda" published an article "Who and How Can Study
Abroad?". Different variants were discussed at the "round table" by the
specialists from the Ministry of Education, DAAD, higher institutions,
language schools and educational agencies. The variants considered by
the author were quite traditional: to try to enter an institution, if a
person has got money; if no, one can get a scholarship, a grant or go
there in the program of the student exchange. Only one variant falls
out of the row - that's an offer to get western education in Russia
studying in the "double diploma" program.

--- The UK Embassy won't change visa intermediary
The UK Embassy in Russia issued a denial on Russian travel operators'
request to reconsider the decision concerning Star Travel chosen as an
intermediary in the new procedure of applying documents for UK visa,
informs Gazeta.Ru.
We remind that the new system provides for documents application not
directly in one of three UK consulates in Russia but through offices of
the intermediary company situated in large Russian cities. At first it
was supposed that the new system would begin to work in Russia as early
as from April 1, however then the system introduction has been
postponed till May.
As an intermediary between applicants and the consular department it
was chosen an Indian company Visa Facilitation Services (VFS), which
enters the international group Kuoni, that will undertake formally all
administrative functions of the visa department of the consulate. But
as VFS does not even have offices in Russia the company selected a
Russian "contractor" - the Moscow travel company Star Travel.
The problem is that Star Travel is a travel operator. Other Russian
travel operators regarded "passing by the UK Embassy a part of
functions in collecting and processing visa applications to a private
structure that itself is a travel operator offering trips to the UK as
well" as nothing else than "a try to monopolize the direction".
In the end of February the travel operators wrote [1] a collective
letter to the UK Consul General Jessica Hend saying that documents
should be collected not by a travel company but by an independent
structure. The British diplomats refused to meet the wishes of the
Russian travel operators however. The British claimed that it was not
the first time when they use a "complicated" scheme of visa documents
applying and it made a very good showing everywhere.
The most troublesome moment for the UK visas applicants is that since
May 2006 the cost of visas for the Russians will be increased
approximately up to $120, as 900 rubles need to be paid for
intermediary services.
