--- Center of British Council in Tomsk closes
Starting from October this year British Council closes its center in
Tomsk arranged in Tomsk Polytechnic University (TPU). Reported by the
university's press service, it is expected that British Center will be
reorganized as a subdivision of TPU and will keep communicatory
functions. "British Council will place at the disposal of the
university belongings, equipment and literature of the center in Tomsk.
An assignment contract is intended to be signed by July ", - they said
in TPU. As representatives of BC office in Tomsk explained, it was
closed due to exclusively "budget considerations". According to them,
apart from Tomsk, two more regions of Russia plan to have their
representative offices closed during the current year, reports
"Interfax". Center in Tomsk had worked since 2002. Language exams -
IELTS, Cambridge exams - could have been taken there.
We remind you [1] that in 2004 British Council had a conflict with
Russian authorities: legality of BC representative offices functioning
in regions of Russia was prejudiced, as their legal status was not
clearly defined. Besides, some BC branches were not registered in a
local tax office, which was a reason for Russian tax officers to raise
a financial claim against BC. Regardless of the fact that UK ambassador
repeatedly declared that the conflict with Russian authorities was
exhausted, in spring of this year British Council office in
St.Petersburg had to close its study center on the basis of which the
English language courses were given. It was explained by financial
difficulties, though.

In the continuation [1] of speaking about closing British Council
center in Tomsk. Here is what BC representatives and exterior observers
say. "British Council is a large organization. We work in more than 100
countries. Periodically we have to revise a budget and to take
unpleasant decisions. Closure of the center in Tomsk is one of those,"
- said in the interview to a local TV channel British Council deputy
director Simon Williams arrived to Tomsk from Moscow to settle issues
related to status changes.
Observers evaluates the situation with relation to the last events
around British Council (searches [2], charges in tax non-payment and in
absence of a clear legal status). "British Council used to have
problems; on a regular basis it experienced a certain pressure of
Russian authorities. The point is to what extend they managed to solve
these issues. If they solved them, then the matter concerns a business
project, saving of funds. If didn't, the motives are different then, -
considers a consultant of Moscow Carnegie Center Andrey Riabov .
"Authorities have been encroaching upon British Council for a long
time, - stated chairperson of Moscow Helsinki Group Liudmila Alekseeva.
- It is within general isolation policy of the country when we are
walled off from the outer world, especially western, democratic world,
and they try to concentrate all possibilities of the society on
arrangements with authorities".

--- Scotland's university lecturers are the best
Scotland's university lecturers have been rated the best in the world
by overseas students. A survey of nearly 16,000 graduates around the
globe found that those studying in Scotland were the most satisfied
with the expertise of academic staff - 93%, compared with 91.3% in the
rest of the UK. Overseas students also rated Scotland the best in the
world for providing a multicultural learning environment. And it was
judged to be the safest country for students in the UK. The findings
were recently unveiled at a Glasgow conference on international
learning, writes Scottish newspaper The Scotsman. The research was
carried out by I-graduate.org within the program International Student
Barometer which traces the degree of satisfaction with study of

--- Lecturers strike plunged the UK universities in chaos
The largest strike of lecturers who demand rise in pay threatens to
plunge finals into chaos. According to different data, from 200,000 to
400,000 students won't get their work marked or exam results, and
dozens thousand of students won't be awarded in time with results and
degree classifications.
Starting from March, when a one-day strike happened with cancellation
of lectures and seminars, lecturers refuse to mark work and give
results of the exams taken and refuse to take them at all. The last
biggest national review showed that exams have been cancelled or are in
the dark approximately in every fifth university out of 85 that
participated in the survey.
Two major teachers' trade unions - Association of University Teachers
(AUT) and National Association of Teachers in Further and Higher
Education (Natfhe) want a 23% pay rise, while universities -
Universities and Colleges Employers' Association - are ready to offer
only 12,6%. Strikers offer to use the funds that will enter
universities after next year's rise in educational fee up to 3,000
pounds sterling a year. As rather stressed talks on May 26 between the
two sides with participation of a middleman Advisory, Conciliation and
Arbitration Service ended without a resolution, the talks will be
