--- About language preferences
An article "Prospects of foreign languages learning" appeared on
"Parta" site. The article is rich in interesting statistic data about
popularity of different foreign languages in one or another country,
about motives of language learning and choice of the language by
different categories of listeners. In fact, it dwells upon prospects of
foreign languages study only in the last three passages. "The English
language will dominate as before among its European fellows". If Spain
positions itself not only as a European resort but also as a country
with a developed system of higher education, Spanish could press French
and German out of the position 2 and 3. "Chinese, Arabic and Hindi will
still be interesting so far to specialists and businessmen who have
business in these countries."

--- Will American be settled down in Australia?
As a result of the reform of higher education system in Australia
outlined by the minister Brendan Nelson, students on the stages of
getting general knowledge at the courses of bachelor's degree will
study in the suburb campuses and regional departments. Then they will
continue their studies according to their specialization, for example,
in medicine or in law (parallel with carrying research activity) in
elite schools of universities arranged like American ones. Prestigious
universities being not so loaded with work with first-year students
will get possibility to concentrate on carrying scientific and research
activity and to improve the quality of education.
The aim of the reform is to raise international prestige of Australian
high-school diplomas and thus to help graduates find deserved job after
graduation. The initiative to effect the reform originated from
management of the University of Melbourne, and one of the arguments was
the necessity to monitor and regulate prudentially the increasing
number of university students (from 15,000 up to present 42,000). In
the universities of Queensland, Monash and Australian National the
reform was supported but with some reservations. At that, the leader of
the opposition Kim Beazley declared that the actual government brought
the system of higher education to that pitiable "Americanization" as it

--- British Universities Ranking from The Sunday Times
The British newspaper The Sunday Times published in October its version
of the best British Universities list - The Sunday Times University
Guide. That's the eighth time when the edition has made up the annual
ranking. At that, this year they firstly used the data of national poll
of 170,000 senior students about their satisfaction of their
educational institutions. Besides, the list's authors used their own
data received during the poll of teachers and professors. Such
objective indices as correlation of students and teachers, A-levels'
marks, job placement after graduation have also been taken into
consideration while ranking the universities.
The top 10 was the following:
1. University of Cambridge
2. University of Oxford
3. Imperial College London
4. London School of Economics
5. University College London
6. University of Warwick
7. University of York
8. University of Bristol
9. University of Durham
10. University of Bath
The first five positions and the position 8 stayed without changes
since last year. Universities in position 6 and 7 changed its places.
University of Durham has made it to number nine. This university has
never left Top20 for the whole history of the Sunday Times ranking, and
its returning to Top10, thanks to higher mark of its own students, they
call triumphant. Durham has even received an honorary title "The
University of the Year" in the special nomination. Besides, basing on
numbers in the ranking the best universities in the following
nominations are defined: the best university was University of
Cambridge, the best new university - Oxford Brookes University, the
best university college - Queen Margaret University College, the best
London university - Imperial College, the best Scottish university -
University of Edinburgh, the best Wales university - University of
Cardiff.

--- In UK foreigners with master's degree will be allowed to work in
the country for a year
As writes a British newspaper The Guardian, the United Kingdom right
after Canada and Australia is going to allow foreign students to work
on the territory of the country after finishing their studies. This
initiative of the British government was made public by the UK minister
of finance Gordon Brown. According to him, all foreign students
received master's degree could officially stay in the country with the
purpose to work for a term of twelve months after graduating the
educational institution. To graduates of bachelor's programs that new
initiative will be applied only if they studied specialties that are in
short supply in the country, at that not more than 50,000 bachelor's
students in total will get the possibility to stay and to work. All
these measures are aimed to increase appeal of British education and to
attract more foreign students, competition for which has become more
intense sharply, as the UK gave part of the market to other countries,
for instance, to Australia.
It must be said that since June of this year the similar scheme has
been acting on the territory of one of the parts of the United Kingdom,
namely in Scotland. There students from non-EU-countries and with a
bachelor's or master's degree received in Scotland are allowed to stay
to work in this part of the UK during two years. For four months from
the moment of announcing the new rules in Scotland near 600 foreign
graduates from universities and colleges received visa with possibility
to work for two years. This number is 10% of foreign students total
number who had right to apply for permission. With such measures the
Scottish authorities want to attract in their region qualified labour
and talented youth.

--- New Zealand has made tougher medical for getting a more than a year
visa
New Zealand announced that now all foreign citizens planning to spend
more than a year in the country had to have their HIV and hepatitis B
tests taken as well as to have their lever and kidneys function tested
as a preliminary medical examination. Before such demands were only for
those who arrive to the country for more than two years. As the New
Zealand immigration department explains on its site, more substantial
checking of health and capability of both coming to permanent residency
and of potential immigrants is meant to provide security of local
citizens and to minimize costs and expenses of the state for
immigration. New rules came into force since November 28. (According to

--- TOEFL aims at Australia
The TOEFL company, Educational Testing Service, submitted to the
immigration department of Australia an application to consider a TOEFL
English language test as equal to IELTS, which is demanded for a
certain category of applicants for visa to enter the country. At that,
ETS refers to Australia-US Free Trade Agreement, AUSFTA, came into
force on January 1, 2005.
According to Australian Council of Private Education and Training,
initially, TOEFL was not considered a full-value system of knowledge
checking as it didn't check speaking skills. However, in September of
this year TOEFL test of new generation with Speaking section that
checks spoken language was launched officially in USA. Starting from
October TOEFL in the new format is sat in Canada, France, Italy and
Germany. Gradually the new version will be introduced in other
countries as well.
In response to ETS application, the immigration department in Australia
defined key moments that should be paid attention to and turned to
