TNPG, TNPSC, 10A1, Court Case, Results – History Revisited

Let us recap some issues regarding TNPSC and 10 A 1 – There are many facts (for which we have documentary evidence) and few guesses!! Facts are in the middle Column and Guesses are in the Right Side Column. We have 43 facts and 11 guesses. We make it a point to notify our guesses as “Guess” and not as authentic news. As Usual, facts are facts !!

01	Regular TNPSC 2003 was conducted in Oct 2003
02	The results of theory exam was published in Nov 2003
03	Interview was conducted in Dec 2003
04	Marks were released on the day after the last day of Interview
05	Selection List was published in Jan 2004
06	Counseling conducted on 21st and 22nd Feb 2004 and candidates joined in Feb 2004 and March 2004
07	Doctors were appointed in Consolidated basis as Contract Medical Officers (in Aug 2004) and Contract Medical Consultants (from 2005 March to 2006 March)
08	There was a Regular TNPSC in Oct 2005
09	There was a case filed regarding “Signing the Application”
10	The Results of Theory Exam was delayed by one month and published in December only, after courts verdict in favor of the commission
11	Interview conducted from Jan 2006 to March 2006, but Marks were not published because of an order given by Election Commission
12	Marks were published in April 2006
13	Selection List was published in April 2006, but counseling delayed due to May Elections
14	Counseling Conducted from Jun 26th to Jun 30th 2006 and Candidates Joined in Jun to July 2006. A few candidates were given extension by DPH. The extension was later cancelled by Court.
15	On Nov 2006, all the Contract Medical Officers and Contract Medical Consultants were brought into time scale of Pay with effect from Nov 01,2006
16	At the same time, few doctors were appointed under Rule 10 A 1, but on consolidated pay, by TNHSP in CEMONC Centres. They were later brought into time scale of Pay by GO,
17	Many more doctors were appointed by 10 A 1 in Time Scale of Pay at CEMONC Centres, TNHSP Phase I Districts and also in PHCs, Upgraded PHCs, Mobile Medical Units etc
18	More doctors were appointed under Post PG Compulsary Rural Service Scheme in July 2007
19	Special TNPSC announced – to be conducted in Dec 2007
20	Every one (CMC, CMO as well as doctors appointed in TNHSP, MMU etc as well as those appointed under Post PG Compulsary Rural Service) applied and the applications were duly forwarded by the DDHS, JDHS, Deans
21	But as per the Notification of the Special TNPSC, Only CMOs and CMCs were eligible à We at TargetPG pointed out this to other doctors who had applied
22	For everyone who contacted us through Discussion Boards, Mails, SMS or Phone, We categorically told that the doctors (appointed at TNHSP, CEMONC, PHC, MMU) through 10 A 1 after Nov 2006 will be permitted for the Special TNPSC only if they request the Government for amending the notification or they approach the court requesting permission to appear.
23	Unfortunately, the advice fell on deaf ears !!
24	Many 10 A 1 doctors at that time were very much satisfied that they will be permitted to write the exam as the “JDHS has forwarded the application”
25	One Gentleman even told that “அப்படியே ஏதாவது பிராப்ளம்னாலும் யாராவது கேணயன் கோர்ட்டுக்கு போவான். ஜட்ஜ்மண்ட் எல்லாருக்கும் தானே வரும். நான் ஏன் கஷ்டப்படனும்”
26	Unfortunately, the doctors appointed under 10 A 1 did not get the hall tickets and hall tickets were send only to CMOs and CMCs
27	Since the Hall Tickets for the exam were dispatched very late, (in the third week of December 2007), there was very little time to approach the court and hence only CMOs and CMCs were able to take the exam
28	At the same time, in the later part of 2007, Medical Students went for a strike protesting against compulsory rural service
29	In Feb 2008, a GO was issued which permitted the period served under Contract to be considered as Service period for PG Entrance Exam. This GO benefited the CMOs and CMCs who had been selected by Regular TNPSC 2005. The GO was squashed immediately by the Court in April 2008
30	More doctors were appointed in Post PG Rural Service
31	The Interns those belonging to 2002 Batch (who took part in strike against Post PG Rural Service) completed their internship without extension
32	When the Intermediate Batch of 2002 Batch completed their Internship in Sep 2008, they were asked to do Extension (for the 2007 Strike)
33	Due to various other reasons, their Medical Council registrations was delayed in few colleges
34	TNPSC Notification for Regular TNPSC in Feb 2009 Issued
35	As per TNPSC Notification, a doctor has to be registered in TN Medical Council on the date of notification
36	Hence Few Candidates were not eligible EVEN THOUGH they had completed the internship a long time ago. Because of formalities in College Office, they were not able to register in Time. Thus for no fault of them, they have to suffer
37		Few of these people went to court
38		Court Gave them Permission to appear for TNPSC 2009 Feb, but did not give the final judgement regarding their eligibility
39		TNPSC did not publish the results of the theory exam because of this court case
40	A notification for Special TNPSC was issued in September 2009 and the Exam was conducted on Nov 2009
41		Since TNPSC has not published the results of Regular Exam conducted in 2009 Feb, they cannot publish the results of the Special TNPSC Conducted in Nov 2009
42	TNPSC asked to vacate their office at Omanthoorar Govt Estate to give space for the new Secretariat Building
43	TNPSC Office is temporarily functioning at Greams Road but it seems files are bundled and stored !!
44	TNPG 2010 Notification Issued
45	All Candidates selected by Regular TNPSC 2005 and Special TNPSC 2007 who want a seat have written
46	But ONLY FEW Candidates who have written Special TNPSC 2009 have applied
47	One Candidate who has written Special TNPSC 2009 has filed a case in Chennai High Court, asking for Release of Special TNPSC 2009 Results
48		If Special TNPSC Results have to be released, then General TNPSC 2009 Results have to be released. If Not, those people who wrote General TNPSC will definitely go to court. They are already agitated !! (Remember the TNPSC 2003 Theory Results were declared in one month, TNPSC 2005 Theory Results were declared in two months, but TNPSC 2009 are not yet declared even after one year)
49		If General TNPSC 2009 Results are to be released, then the case (by filed by those who completed their internship in 2008 Sep) has to come to an end
50		Candidates who wrote Special TNPSC can request government for a change in Rules – that they be considered as Service Candidates even without qualifying TNPSC
51		If there is a GO / change in Rules permitting those not qualified by TNPSC to be considered as Service Candidates, then the following candidates will go to court Candidates selected by Regular TNPSC 2005 Candidates selected by Special TNPSC 2007 Candidates who have written Special TNPSC 2009 and did not appear for TNPG 2009, based on original Prospectus à Any modification to the Prospectus after the conduct of exam is going to affect this category the most. They were law abiding citizens, but they have to suffer.
52		Whatever the be case, lawyers are going to have a field day !!
53		Already it is rumoured that a candidate has filed asking to the limit of 10 Marks to be raised to 20 !!
54		Added to this, we understand that the question paper mentioned that there are negative marks. Some one may even file a case that since he had wax in ear on that day, he could not hear the announcement in the hall he left many questions because as per the question paper, wrong answers carry a negative mark. Thus they can ask for a Re- Exam!!
