JMdict, etc. releases paused

The daily distribution of the JMdict and JMnedict files has been
paused. The OS and package upgrade today has resulted in a (hopefully
small) glitch in the downloading of the XML files from the database.
Everything else seems OK.

The problem with downloading the XML files has been resolved and I
have removed the pause.
