Disability Status Observation validation error (CONF:4537-32628)

Hello,

We attempted to use other concepts, but we are encountering a validation error:

"Consol Disability Status Observation SHALL contain exactly one [1..1] value with @xsi:type="CD" (CONF:4537-32628), which SHALL be selected from ValueSet CUBS Disability 1.3.6.1.4.1.12009.10.1.3932 STATIC."

It appears that the validation tool is enforcing a SHALL constraint instead of a MAY. According to CDAR2_IG_CCDA_COMPANION_R4.1_2023JUN CONF:4537-32628:

SHALL contain exactly one [1..1] value, which MAY be selected from ValueSet CUBS_Disability urn:oid:1.3.6.1.4.1.12009.10.1.3932 DYNAMIC (CONF:4537- 32628). 

Should this issue be downgraded from an Error to a Warning?

Your sample should include the LOINC Answer code (LA29243-5) as specified in the scenario. It does not currently include that.

LA29243-5 is a member of the Value Set: CUBS_Disability urn:oid:1.3.6.1.4.1.12009.10.1.3932 and binding to this value set is MAY.

Therefore we attempted to use other concept not bound to this value set, as per previous conversation: https://groups.google.com/g/edge-test-tool/c/96xTynpL4nc/m/sVeqtQ_jAAAJ?utm_medium=email&utm_source=footer

While ASTP encourages the use of CUBS, the policy is flexible and does allow for other concepts. It will still pass certification; however, the error will continue to show up.
