Validating either example (https://hl7.org/cda/us/ccda/4.0.0/StructureDefinition-AverageBloodPressureOrganizer.html) or attached vital-sign-modiified.xml fails validation using the C-CDA USCDI V4 Validator (https://site.healthit.gov/c-cda/uscdi-v4).

Result Description: The 'AverageBloodPressureOrganizerAverageBloodPressureOrganizerSystolicBloodPressureMeanObservation' invariant is violated on
