What has happened is CDC has updated the occupation vocabulary value set to newer version, and the 37-2011.00.028742 code is not in the more current version 3. When the HTI-1 rule was published and test data made, we had version 1 of the occupation vocabulary code set which is the link Kim referenced. But the link that Adrian referenced in the original email is the newer version 3.
The ONC certification program allows certified technology to adopt new vocabulary code standards than the minimum version listed in the program so I believe either version 1 or version 3 would work for compliance. Of course, this is a little odd because we don't actually have occupation value sets listed in the ONC regulations - it is only referenced indirectly via its call to USCDI v3. Still, I think the idea from regulation of
applicability of newer version of a minimum standard should still apply here. Thus, I believe both 37-2011.00.028742 from version 1 and also 37-2011 in version 3 would be acceptable, although I think version 3 is preferred because it is far more user friendly due to having a more focused list with less overly specified occupation options.
BTW, the CDC is developing an API you can implement to call their occupation and industry value sets (using version 3) and return valid choices with codes based on your text inputs. So rather than having to choose between the 1800+ choices you can just enter in a text string and the API will best match it for you. I've tried it, and I think it works well, and I believe it is a good alternative to consider as opposed to implementing the value set file internally. Link to it is below, but you do have to request a subscription key to use it.
