USCDI V3 : Clarification on Payer Information Requirement for Referral Note – C-CDA Validation

Hi Team,
I am currently validating the 170.315_b1_toc_amb_svap_uscdiv3_sample1_v1 C-CDA document using the C-CDA V3 Validator and encountered the following error related to insurance information (see attached screenshot: Ins3.png):
According to our EHR implementation, inclusion of payer information is not required for Referral Note and Discharge Summary document types. We understand that this data is typically required only for the CCD V3 document type.
Could you please confirm whether payer information is indeed mandatory for the Referral Note in this specific validation scenario, or if it can be omitted as per standard implementation guidelines?
