ETT's SMTP server used for b.1 testing is down - recurrence 7/17/26

Hello ETT Team,

The SMTP server at james.healthit.gov port 25 is no longer accepting incoming connections. This was working last week.

This is impacting b.1 testing: SMTP Test 8, 14, 18 (Send)

Would you take a look in case that server needs to be restarted?
