170.315_b1_toc_inp_svap_uscdiv3_sample1_v1 requiring Reason for Referral

Hello,

We are validating Context based scenario for 170.315_b1_toc_inp_svap_uscdiv3_sample1_v1.. This file requires Reason for Referral with SNOMED code as 103696004.

However per our understanding from CCDA companion Guide released in June 2023 (Attached for quick ref). Reason for Referral section is not a required document under CCD.  Reason for Referral section is required under 'Referral Note' document Type.

Can you please clarify why 170.315_b1_toc_inp_svap_uscdiv3_sample1_v1.pdf requires Reason for Referral for a CCD document type?

To add on, I also looked into all the sections listed under Continuity of Care Document (CCD) Document Type. And 'Reason for Referral' section is neither listed in mandatory or optional list.
