SMTP MT Test *Delivery Notification not actually sent despite “Email sent Successfully”

Hello,

I’m seeing the same issue described in the existing thread “SMTP MT Test 39 shows success but no Delivery Notification is actually sent,” where: 

  • The test tool reports “Email sent Successfully”

  • No SMTP delivery attempt is observed on our server

  • No MDN (Delivered or Dispatched) is received by our Direct endpoint

  • Our SMTP logs show no inbound connection from the test tool

We have verified on our side that:

  • SMTP delivery works manually (e.g., via telnet)

  • DNS, TLS, S/MIME, and certificates are configured correctly

  • We receive Direct messages and MDNs in other contexts

This behavior is blocking validation of the H1 Delivery Notification (MDN) test cases, which are required for §170.315(h)(1) certification.

Could you please clarify:

  1. Whether SMTP MT Test 39 is expected to perform real SMTP delivery rather than simulate it?

  2. How the tool determines “Email sent Successfully” if it does not actually connect to the SMTP endpoint?

  3. If there is a recommended configuration or additional required step to force real SMTP delivery and MDN reception?

  4. Whether any further updates or fixes are planned for this behavior?

Have you imported the ETT trust anchor into your system? 
After you import you should be able to receive direct emails from ETT

Thank you for the guidance on importing the ETT trust anchor. We have imported it and confirmed that we can receive Direct messages from the ETT tool: when we use “Paragraph (i) Send Direct Message” to send a message to our HISP, the message is delivered to our server and we see the corresponding activity in our mail logs and can process the message as expected.

However, for "Paragraph (ii): Delivery Notifications" SMTP MT Test 39 (Message with Good Header) we see the same behavior as in the existing thread:
  • The test tool reports “Email sent Successfully” and the “Check MDN” option appears.
  • No SMTP delivery attempt is observed on our server (we tail var/log/mail.log and see no connection or delivery when running Test 39).
  • We therefore receive no MDN (Processed/Dispatched) from this test, and the result does not reflect a real end-to-end delivery.
By contrast, when we use “Send Direct Message” to the same endpoint, we do see the inbound SMTP connection and the message in our logs. So our configuration (DNS, TLS, S/MIME, certificates, and ETT trust anchor) is in place and working for real sends from the tool.

We would appreciate clarification on:
  • Whether SMTP MT Test 39 is intended to perform real SMTP delivery to the HISP’s published SMTP endpoint (as “Send Direct Message” appears to do), or if it simulates success without connecting.
  • How the tool determines “Email sent Successfully” for Test 39 if it does not actually connect to our SMTP endpoint.
  • Whether there is a recommended configuration or step to have Test 39 perform real SMTP delivery so we can complete H1 Delivery Notification (MDN) validation for §170.315(h)(1) certification.

I have a quick question regarding SMTP MT Test 39. Could you please confirm whether we need to upload our certificate to the ETT HISP in order to successfully pass this test?

If so, we would appreciate it if you could share the steps or process required to upload the certificate.
