I’m seeing the same issue described in the existing thread “SMTP MT Test 39 shows success but no Delivery Notification is actually sent,” where:
The test tool reports “Email sent Successfully”
No SMTP delivery attempt is observed on our server
No MDN (Delivered or Dispatched) is received by our Direct endpoint
Our SMTP logs show no inbound connection from the test tool

We have verified on our side that:
SMTP delivery works manually (e.g., via telnet)
DNS, TLS, S/MIME, and certificates are configured correctly
We receive Direct messages and MDNs in other contexts
This behavior is blocking validation of the H1 Delivery Notification (MDN) test cases, which are required for §170.315(h)(1) certification.
Could you please clarify:
Whether SMTP MT Test 39 is expected to perform real SMTP delivery rather than simulate it?
How the tool determines “Email sent Successfully” if it does not actually connect to the SMTP endpoint?
If there is a recommended configuration or additional required step to force real SMTP delivery and MDN reception?
Whether any further updates or fixes are planned for this behavior?

I have a quick question regarding SMTP MT Test 39. Could you please confirm whether we need to upload our certificate to the ETT HISP in order to successfully pass this test?
If so, we would appreciate it if you could share the steps or process required to upload the certificate.
