How to resolve this validation error?

On the scenario file : 170.315_b1_toc_inp_svap_uscdiv3_sample2_v1, upon validating the document i am getting an issue like " The scenario contains problem observation for Problem Code: 55607006 , however there is no matching observation in the submitted CCDA. ", How can I resolve this?
