Edge Testing Tool Validation Error

We are facing a weird error with edge testing tool 

We are uploading this file in the 

170.315_b1_toc_amb_sample1_v13.pdf scnerio

If I give it the same file with .xml extension

like 1_CCDA.xml it fails validation

Patient Granular Race Code = 2108-9 expected in sdtc:raceCode extension but, submitted file does not contain the expected granular race code

Line number: 0

When we take the same file rename it to .txt i.e 1_CCDA.txt it passes validation

can somebody tell us why is this the case?

as you can see the file contains the correct  sdtc:raceCode
