Happy Kid Sex Observation

Hello can I get some clarification on Happy Kid.  The PDF states Sex Unknown.  Is this the 

administrativeGenderCode on the patient node or is this a Sex observation in Social History?

I am asking because the validator is expecting a Sex Observation of 248152002. And it does not care what administrativeGenderCode except it comes from code system 2.16.840.1.113883.5.1

Yes, the USCDI data class Sex maps to Sex Observation.
